In-Year Application Form 2018-19

Ketton Church of England Primary School (as part of The Rutland Learning Trust) is its own admissions authority and is responsible for setting the criteria for admission, for their interpretation and for the administration of admissions in the school. 


This means that the school is responsible for drafting, consulting on and implementing arrangements for admissions. 


These Admission Arrangements are supported by the School's Fair Access Protocol. 

As our school is now its own Admissions' Authority, the regulations for entry to the school are published each year and parents can receive a copy of these regulations directly from the school.


There are two different categories of admission which are each considered and processed in a different way:


  1. First time admission to school into the Foundation Year Group at the start of the academic year.


In this area, children enter school at the start of the academic year in which they become five. There is one admission date per year, in late August or early September (ie at the start of the school year). 


The Department for Education (DfE) Admissions Code requires that admissions into the Foundation Year Group (ie children starting at Primary School for the first time), at the beginning on an academic year, be coordinated by the Local Authority (LA) for all schools regardless of who is the Admissions Authority. This is in order to provide a better service to parents and carers. This coordination involves a common application form and a common timetable as described in the 'co-ordinated schemes'. Therefore, parents who would like their child to be admitted to this school during the year their child is five should ensure that they complete the necessary application form by the date advertised by the LA, usually the end of January.


Each LA is responsible for co-ordinating the first time primary school admissions process for children resident within their local authority area. This means that parents will submit an application to the Local Authority where they live even if they wish to apply for a place at a school in another local authority area.  For example, if you live in Rutland but would like to apply for a primary school place in another county, you must submit your application to Rutland County Council (RCC).  If you live in another county but would like to apply for a place at a primary school within Rutland you must submit your application to the council where you live. 


RCC publishes a composite booklet entitled 'Starting Primary School in Rutland' each year, which gives lots of information to parents on the admission process, the timetable and how parents can apply for a place in the school of their choice. This booklet and a common application form are available via the RCC website from October and can also be obtained in hardcopy from the Council offices. 


The booklet explains the process of applying for a primary school place and will offer information about primary schools in the Rutland area and where you can find further information.  It is important that parents read the information contained in the brochure before submitting their application to ensure that they are aware of their preferred school’s admission arrangements (policy), the full application process and that all of the necessary information is included within their application.


If your child attends a pre-school in Rutland and you live in Rutland, you should receive a letter from Rutland County Council by the middle of October giving details of the application process.  If you do not receive a letter, or if your child does not attend a pre-school in Rutland, please contact RCC to arrange for the relevant information to be sent out to you.  The Admissions Service can be contacted by telephone on 01572 722577 or by email at


Parents have a right to express a preference for the school of their choice. For Rutland residents the common application form allows parents to submit up to 3 preferences of primary school, located in any local authority area.  Expressing a preference does not, in itself, guarantee a place at any school.


Application forms can also be obtained from the Schools' Admission Officer at RCC and should be completed by the date stipulated on the forms (normally mid January).

The LA notifies parents about the school place on an agreed date.  


This national offer date (normally in April) ensures that offers of places are sent out on the same day to all parents throughout the country.  It is important to note that if you submit your application online your offer will be sent by email on offer day, so you may receive details of your offer before someone who submitted a paper application, who will be sent their offer by second class post on offer day. 


Rutland County Council will target parents of children who are eligible to start primary school, and who are resident in Rutland, by using information collected from pre-schools in the area. A letter will be posted out to parents of these children in October advising them of the need to apply for a primary school place for their child.


2. In-Year admission to Primary School


Within Rutland the responsibility to co-ordinate all admissions outside the normal admissions rounds has been passed from the LA to individual schools. These admissions are known as 'in-year admissions' and refer to a child who is not starting primary school for the first time but who is changing from one primary school to another. 

In these circumstances applications should be submitted to the school of your choice and in our case you would submit your application to Ketton CE Primary School. The application form can be obtained from the school (copy also attached below) and should be returned to the school when completed. 


All such applications will be considered by the school, without delay, in accordance with the Planned Admissions Number (PAN) and agreed oversubscription criteria. (See RCC policy below).


Parents will then be notified, in writing, to advise whether we are able to offer a place at our school.


Where there are more requests than there are places available, in either category of admission, places will be allocated in accordance with RCC’s oversubscription criteria. 


Places will be available for children in any year group providing it does not exceed our current standard number of 30 in Foundation or the Key Stage 1 and 2 classes.  


General Information:


The school encourages prospective parents and their children to undertake a visit to meet staff and children, discuss school organisation and the educational, spiritual, cultural, moral and social opportunities we are able to offer, prior to enrolling at Ketton CE Primary School.


A Birth Certificate is required on commencement of full-time education.

Appeals Timeline

Following National Offer Day on 16 April 2019, the deadline for lodging an on-time appeal is:

9am on the 24 May 2019

The Appeal Clerk will send notification of the Hearing (Venue, Date and Time) and the Statement of Case to the Appellants by:

4 June 2019.

On-time appeals will be heard by:

25 June 2019.

Proposed appeal hearing dates are between:

Thursday 20 June and Tuesday 25 June 2019 (inclusive).

Decision letters will be sent within 5 working days of the appeal hearing, subject to any unforeseen circumstances.
